The Director, Sourcing & Contracting works closely with FSC staff
and facilities to identify and qualify new sources of supply and to
develop those businesses as competitive, quality suppliers to
CoreCivic. Develops high level, best practice sourcing strategies
and outlines realistic achievable and progressive goals and
objectives for long-term sourcing sustainability and
competitiveness. Drives procurement compliance with customer/agency
contractual requirements by proactively creating positive synergies
between internal customers, purchasing staff and vendors to achieve
common goals.
Collaborates proactively with
internal and external subject matter experts to identify
corrections-specific equipment and supplies from traditional and
new vendors to assure best value relative to price, quality and
service.Identifies and qualifies regional and local small diverse
vendors. Works closely with Purchasing Department staff and
consultants to assure diversity businesses are included in
solicitations for product and services.Writes clear and detailed
product and performance specifications, creates appropriate
proposals for a wide range of equipment, supplies and services,
ranging from common to technically complex, multi-faceted
requirements.Develops and publishes solicitations of all types
including but not limited to requests for information and
proposals, reverse auctions, sealed bids; analyzes responses to
same; and presents recommendations to management.Visits vendor
manufacturing and distribution facilities to perform a site
analysis and prepare a vendor scorecard relative to capabilities
and abilities. Evaluates quality measurement practices and
principles such as six sigma in manufacturing and
distribution.Works with Legal staff to create contracts and
agreements for the intended purpose and with assurances to protect
CoreCivic's interests and minimize risk relative to the procurement
of products and services sourced.Works with preferred vendors to
document and support their efforts to meet or exceed established
key performance indicators relative to product quality and
performance. Assists in developing responses to agency customers'
request for proposals relative to specified supply product
requirements.Benchmarks progress toward achieving specific goals
and reports results to management as required by contract.Domestic
travel may be required. Qualifications:
Graduate from an accredited college
or university with a Bachelor's degree in Business or other
acceptable related field is required. Five years of procurement
experience with an emphasis on sourcing and negotiating supporting
multiple operations/facilities is required, as well as specific and
demonstrable experience in developing, promoting, and implementing
best practices in contracting, sourcing, vendor performance
management, in a large corporate environment. Experience using
technology based solutions and software applications for purchasing
and materials management is required. Experience with the
contracting process relative to procurement terms, conditions and
rights of contracting parties required. Excellent written and oral
communications, presentation, and relationship and team building
skills required. C.P.M. (Certified Purchasing Manager) or
equivalent certification from a recognized institution or agency
preferred. Minimum Age Requirement: Must be at least 18 years of
age. A valid driver's license is required. CoreCivic is a Drug-Free
