The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement.WHAT DOES A GENERAL ENGINEER DO?General Engineers use industry knowledge, engineering principles, valuation principles and tax law to review and investigate engineering features of tax cases. Cases contain a variety of complex and difficult valuation, legal, industry, and tax issues. This work is to insure compliance with tax law and provide technical assistance to Revenue Agents in the examinations of taxpayers and includes the examination of individual taxpayers to complex organizations.The following are the duties of a General Engineer at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position. Conduct field investigations. Review documentary and accounting records, and apply industry knowledge, engineering principles, and valuation principles to tax issues. Estimate the value of property (tangible and intangible) Conduct independent investigations to include reviewing of facts, requesting additional information, conducting interviews, analyze/interpret findings and prepare reports. Present reports and findings to small groups. Support all IRS Operating Divisions, Appeals, and Counsel. Coordinate the support of other Engineering Specialists and consolidated engineering reports. Cooperate with the Examining Agent in preparing cases for National Office technical advisories. The remaining 2-yr. eligibility period begins upon release from active duty and may not extend beyond 6 yrs. from completion of study.QualificationsIn the Recent Graduates Program you may qualify based solely on education, experience or a combination of both. You must meet the following requirements by the closing date of this announcement:BASIC REQUIREMENTS FOR ALL GRADES:Four year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree or will have within nine months of application. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ORExperience as described above and have or will have the required education, within 9 months of application, to qualify based on a combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.This must be demonstrated by meeting one of the following: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements or will have within nine months of application. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, or will have within nine months of application, may be accepted in lieu of a bachelor's degree in engineering, provided that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidanceANDIn addition to the above, you must meet the requirements described below:GS-9 LEVEL SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of engineering; in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field; Professional ability to apply engineering knowledge to fundamental and diversified professional concepts, theories, and practices; achieve objectives with versatility, judgment, and perception; Adapt and apply methods and techniques of related scientific disciplines; and organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems.ORAt least, 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in professional engineering as described in the basic requirements above, or in a related field that provided you with the knowledge skills and abilities to perform the work of the positionGS-11 LEVEL SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of engineering; in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field; Professional ability to apply engineering knowledge to fundamental and diversified professional concepts, theories, and practices; achieve objectives with versatility, judgment, and perception; Adapt and apply methods and techniques of related scientific disciplines; and organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems.ORAt least, 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degreeFor Grades 9 and 11: You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
